The Client
The Civil Campaign for Electoral Reform (CCER) is a coalition of Lebanese civil society organizations led by the Lebanese Transparency Association (LTA), the Lebanese Center for Policy Studies (LCPS), and the Lebanese Association for Democratic Elections (LADE) calling for serious electoral reform in Lebanon.

Need
Exhaustive brainstorming sessions were held among team members of ArabiaGIS, seeCOSM, IFES, NDI and CCER, to build a state-of-the-art elections portal that will help in educating and spreading awareness among the public at large about the Boutros Law and the Doha Law in support of the process, political participation, and democracy.

Project Requirements

According to CCER requirements, the solution should include the following aspects:

-        -     Addresses the proposed Boutros Law, the 2000 Electoral Law and the Doha Law.

-       -  Have a bilingual portal – English and Arabic – with all the functionalities in both languages.

-       -   Allow the common web user to better understand the present electoral law and the shifts the Boutros Law and Doha Law introduce to the elections system.

Solution: Elections Portal
After months of non-stop technical work and revisions, ArabiaGIS developed three engines using cutting-edge technology for the Elections Portal:

  1. Elections Explorer: The public can use this engine to see information on a highly visualized map of Lebanon including demographic distribution of voters, number of parliament seats designated to each district, in addition to many other insightful data.

 

  1. Elections Simulator:  With this engine the public can go through the exciting process of simulating an actual election process by creating lists, indicating names and votes, and checking out who would win the parliament seats according to the proposed electoral system.

 

  1. Advanced Elections Simulator: The public can use this highly developed engine to come up with a more down-to-earth and accurate simulation results based on the general voting behavior of different sects.

 

Technical Solution
ArabiaGIS used its technical expertise in building online GIS applications in order to develop a user-friendly web application that can be utilized by the public at large to explore the demographic distribution of voters, number of parliament seats designated to each district, and many other insightful data. ArabiaGIS made use of its GIS hosting infrastructure to publish this application and GIS data online. Spatial Data Infrastructure (SDI) was incorporated in the portal to host the different thematic maps for all Lebanon.
Application Technical Platform: ESRI ArcIMS Server and ASP.NET.
