Lebanese Election Violence Risk Assessment (LEVRA II)

    A new cooperation between ArabiaGIS and the International Foundation for Electoral Systems (IFES) Lebanon during 2013 was a project aiming to provide the Ministry of Interior and Municipalities (MoIM) officials with critical information in order to develop an effective security plan to mitigate violence throughout the upcoming electoral period.

    A new cooperation between ArabiaGIS and the International Foundation for Electoral Systems (IFES) Lebanon during 2013 was a project aiming to provide the Ministry of Interior and Municipalities (MoIM) officials with critical information in order to develop an effective security plan to mitigate violence throughout the upcoming electoral period.

    In order to accomplish the objectives requested by IFES and the MoIM, ArabiaGIS worked closely with IFES to develop three interactive and easy-to-use applications – back-office, web portal and mobile app – to be utilized by the Ministry in order to assist in their development of an effective strategic security plan ahead of elections. These applications were linked together and housed data from IFES’ risk assessment methodology.

    The back-office system and web portal contained three types of data:

    •   Risk levels at the electoral district level (to be shown as color shading)
    •   Indicators of tension or increasing risk (assessed over certain time periods)
    •   Individual incidents of violence.

    These two applications also enable analysis of the various types of data, and generate analytical reports and thematic maps, which help the authorities monitor and address the risk of violence during the pre- and post-election periods, as well as on Election Day. The mobile app for smartphones is intended to provide a handy solution for observers in the field to access information about the level of risk and the key electoral data and development. The app would display notifications whenever an update is made to the back-office content for specified data and analysis and observers to also be able to send information regarding incidents of violence through the mobile app.
